This study objectives to highlight the role of monetary and financial economic variables in promoting economic growth in Iraq. Using the E views 13 programs, the unit root test was applied using the Augmented Dickey-Fuller test. The study concluded that 88% the variation in economic growth is indicated by the independent variables included in the model., while the remaining 12% is attributed to other variables outside the model or may be due to stochastic variables. The results revealed a significant and inverse relationship between interest rates, inflation rates, and government spending in the short term with Gross Domestic Product (GDP). There was no significant relationship between tax revenues in the short term with GDP, and a significant and direct relationship between interest rates and government spending in the long term with GDP. Additionally, there was an significant and inverse relationship between tax revenues and inflation rates long-term with GDP .

The importance of the research lies in identifying the extent of the impact of taxes on monetary policy represented by money supply in the narrow sense as well as the evolution of tax revenue trends as a percentage of GDPand money supply in the narrow sense as a percentage of Gdp in Iraq for the period 1990-2020. The first topic dealt with the theoretical framework and the reference review of the research, while the second dealt with the tests of the model based on the Eviews12 software package, The results of the research showed the existence of a long-term co-integration relationship that shows the fiscal policy index and the narrow money supply in the State of Iraq. When the ratio of the narrow money supply to GDP deviates during the short term, it corrects by (136 percent) of this deviation per year, that is, the supply of Tight cash takes about eight months to reach its equilibrium value. The researcher recommended the necessity of conducting statistical studies and analyzing tax revenues in each activity of the General Tax Authority’s departments, studying the reasons for the lack of tax revenues in some departments, and developing the necessary treatments and solutions to improve their tax revenues.

The importance of this research lies in identifying the impact of the budget deficit or surplus as a percentage of GDP on the money supply in the narrow sense as a percentage of GDP in Jordan. The narrow money supply was presented as a percentage of the GDP, which coincided withits effects and trends between the short and long terms. The research concluded with the necessity of adopting the principle of transparency and the comprehensive future vision when preparing the general budget, as transparency consists in disclosing information related to the general budget, and thus the society recognizes its role, especially when there is a budget deficit and public debt. As for the future vision, it is based on the use of standards of Economic efficiency to achieve budget goals.
