This study examines the role of operational excellence dimensions—namely Health and Safety, Assets and Process Reliabil-ity, Operational Efficiency, and Environmental Performance—in enhancing the efficiency of the oil and gas supply chain due to diagnosing a gap in existing research on the relationship between these dimensions. The study was conducted at the North Oil Company specifically the departments related to the current study, which included four departments, namely (Pe-troleum Engineering Department, Drilling Department, Lines Department, and Production Department). The study data was collected through personal interviews with the department managers, assistant department managers, division managers, and engineers working in the departments related to the study to gain insight into the company’s operations. Additionally, 31 questionnaires were distributed across relevant departments. The data were analyzed using SPSS software to identify corre-lations, assess impact, and test the study’s hypotheses. The findings indicated significant correlations between all dimensions of operational excellence and supply chain efficien-cy, with the highest correlation (0.70**) observed between Assets and Process Reliability and supply chain efficiency. Sig-nificant impact relationships were also observed. The study recommends enhancing the operational excellence dimensions to sustainably improve supply chain efficiency in the oil and gas sector, a fundamental pillar of the Iraqi economy.

As a result of intensifying competition between transportation companies and an attempt to reduce costs, deliver on time, maintain products quality and maintain high flexibility in transportation, it has become imperative for transportation companies to go toward using modern technology, including the Internet of things that may ensure achieving competitive capabilities of companies and continue to remain in the market. The study aims to determine the role of the Internet of things in achieving the competitive capabilities (cost, quality, time, flexibility) and priorities of transportation companies and highlighting the importance of the Internet of things because the transport activity is considered as one of the important logistical activities that have a large share in the cost of products. The theoretical part has been written based on previous literature review, whereas, the practical part has been conducted by using a checklist which is distributed to 31 commodity land transportation companies operating at Ibrahim Al-Khalil International Crossing in Iraq by using the Likert triple scale and arranging the scores on the scale; (Agree, somewhat agree, disagree) with weights (2, 1, and 0) respectively. The most important conclusion reached by the current study is that the Internet of things has a significant role in achieving the competitive capabilities of transportation companies which is proved by the result of the total agreement rate up to 71%. The research presented a set of recommendations which are: The necessity of conducting more research on this topic to enrich the current study and benefit from the current study idea to improve transportation companies’ performance in general.
DIAGNOSIS AND EVALUATION OF E-LEARNING QUALITY DIMENSIONS: AN EXPLORATORY STUDY

The aim of this study is to diagnose and evaluate e-learning quality dimensions (content, accessibility, quality of system used, evaluation, and feedback) from the students prospective in Iraqi institutes and universities after the e-learning system was implemented due to the emergence of the Corona pandemic (covid-19) at the beginning of 2020. The study is based on the following question: Are the dimensions of e-learning quality available in Iraq? Knowing the answer to this question is considered a contribution of the current study because there are no previous studies that addressed the topic. The theoretical part of the research relied on articles that have been published in high-quality journals. As for the data of the practical part, it was obtained through the electronic questionnaire. The number of received forms reached (1016) forms. The study reached a conclusion that the weak implementation of e-learning quality dimensions in Iraqi higher education institutions. The study recommended Iraqi higher education institutions pay more attention to all dimensions of e-learning

The study aims to identify the extent of the contribution of Covid-19 measures to developing the skills of university leaders and changing their convictions about the e-learning system and adopting it more broadly in the future as one of the options available to Iraqi universities as an alternative to traditional education. The study community was represented by a number of Iraqi universities, and the leaderships were chosen in them represented by (president of university and his assistants, dean and his assistants, and ending with head of the department and head of branch) as a sample for the study, and an electronic questionnaire was used and distributed to the study sample through social media and e-mail. The number of returned questionnaires were 319, and the statistical analysis conducted by using the SPSS 21. The study reached a set of conclusions, the most important conclusion is: there is clear change in developing skills and changing the university leadership's convictions in using e-learning, which will contribute to facilitate applying e-learning as a main factor in supporting the quality of educational process in universities by integrating it with traditional education. The study presented a set of recommendations, the most important one is: The universities under study has to provide the appropriate infrastructure for e-learning and use it to support traditional education in the post-Covid-19.
ROLE OF PROCUREMENT IN INVENTORY RISKS: CASE STUDY OF IRAQI PHARMACEUTICAL SUPPLY CHAIN
Jan 1, 2019Procurement is one of the main activities of supply chain management which plays the main role in the efficiency of the supply chain, however, this role has to be highlighted in the pharmaceutical supply chain. The objective of this paper is to clarify the contribution of procurement in supply chain risks in a special case – in the pharmaceutical supply chain in Iraq. The study was conducted in the State Company for Drug Marketing and Medical Appliances (Kimadia) by conducting interviews with the directors and using secondary data prepared by official institutions such as the Office of Financial Supervision. The main aim of choosing Kimadia as the study subject is because it is the sole supplier for government health institutions in Iraq, which have different problems like surplus, shortage and expiration. In addition, medicines and pharmaceutical supplies have a relationship to human life, therefore, any problem in supply chain activities may affect the health service. The results of the survey highlighted the present problems of the examined supply chain, and confirmed that the long and complicated procedures of procurement affect the accuracy of demand forecasting and increase the inventory risks, which create waste and reduce the efficiency of supply chain activities of the Iraqi pharmaceutical supply chain. The recommendations of the study may support forthcoming decisions of the company directors in the future.
Role of Demand Forecasting and Lead Time on Waste in Supply Chain: A Case Study in Diyala Health Sector-Iraq

Supply Chain Management (SCM) in the healthcare sector is extremely important since it provides all requirements of patients' service. So, this paper tries to illustrate the role of demand forecasting and lead time on waste. The demand forecasting has to be precise as much as possible to avoid surplus and shortage of medicines and pharmaceutical supplies which cause several kinds of waste like inventory, over-processes, waiting and transportation. So, the main aim of this study is to figure out types of waste which can be created in pharmaceutical supply chain because of demand forecasting and lead time, and present some recommendations to improve the current situation. This study has been conducted by case study in the pharmaceutical supply chain in Diyala province-Iraq by unstructured interviews with 15 drug store and pharmacy directors, and website. The results refer to that using demand forecasting for long-term causes surplus or shortage in some types of drugs and pharmaceutical supplies because of ambiguous future after long time, especially when the security situation is unstable which cause several types of waste in supply chain such as, inventory, over-processes, waiting and transportation which affect health service and economy at the same time, also, lack of use of modern information and communication systems affect visibility, consequently, forecasting accuracy.

Reducing or removing all kind of wastes, which are defects, inventory, waiting, transportation and extra-processing, are the main aim for organizations in order to minimize cost, so, excluding any activity which cannot add value is required. The main aim of this study is to select the main reasons standing behind any kind of waste in Diyala pharmaceutical supply chain like damage, spoilage, surplus, shortage and expiry date in medicines and pharmaceutical supplies; and administration activities based on the questionnaire prepared for this purpose. The Diyala health sector is one of the Iraqi health sectors linked centrally with the Ministry of Health. The main tool for collecting data was secondary data on website and unstructured interviews with 15 drug store and pharmacy directors; also, a multi-choice questionnaire was distributed to 42 drug stores and pharmacies in Diyala health sector. The main results in this study, there are several reasons behind waste in the Diyala pharmaceutical supply chain. The expiration of medicines and medical materials is the first reason and the storage conditions are the second reason. There are difficulties in reporting surplus medicines and medical materials because of long administrative procedures. The main difficulties to report expired medicines and medical materials is because of fear of accountability.

Warehouses represent an integral and cost effective part of supply chain and serves as a hub for raw materials, goods-in-process, finished goods and other storage related information. As warehouses play a significant role in total cost, environmental impacts and customers’ service, this formulated the main motivation to study this subject. In the “greening” process, warehouses seek to find the way of cutting operational costs while maintaining productivity and efficiency by reducing waste and decreasing energy costs. The aim of the paper is to define and introduce the different dimensions of green warehouses and to illustrate their importance based on literature sources by a systematic approach.

This study analyzes the impact of reusing of some industrial parts to reduce costs at a company in Iraq. In the research, the company’s records and quantity data were collected and analyzed about the reused parts from a factory of electrical transformers. Secondly, a comparison was made between the cost of making new parts and used parts that the company returned it. The results of study were referred to the yield achieved, when the company reuses the used parts. The study also provides some of the conclusions and recommendations including reuse of parts that could be used in the manufacture of products without affecting the quality of product.
