The Role of Efficient Use of Water Resources in Achieving Agricultural Development and Food Security in Iraq For the Period (1990-2017)

Water stress is a global problem with wide-ranging economic and social repercussions and its roots carry an unbalanced conflict in supply and demand. When the demand for water rises in all sectors, the quantity of good quality water that can be easily reached decreases and low cost. Many studies and research have indicated the future of the Middle East, since The beginning of the twenty-first century and until now that the real crisis that will soon confront the peoples of the region is the water crisis,It is natural for Iraq to be one of the most prominent parties affected by the crisis, because the headwaters of the Tigris and Euphrates rivers lie outside its lands and extend beyond a few distances in Turkish territory. Therefore, the water crisis has appeared in Iraq, in addition to the inefficient use of water greatly affected agricultural production in Iraq, where Iraq faces a serious challenge in the field of food whose features are limited to its food production to meet the main food commodities, especially grains, as it imports most of its needs from abroad, which constitutes a threat to its national food security and the high level of food exposure to it more than 80%, Therefore, the research sought to improve the use of water resources and their efficiency in achieving agricultural development and food security, by developing and improving existing irrigation projects (an integrated reclamation) in the two Tigris basins. Euphrates with a total area of (7.317) million acres and an increase in the agricultural area and the increase in production and productivity, and this is done through the completion of the implementation of the main operations such as the Western Euphrates and East Tigris ditches. East of the Euphrates as the pillars of the land reclamation process that will use 5.07 million acres, The research concluded that Iraq did not reach in the years of the study any rank in the food security ladder and depends on fulfilling its needs to import from abroad, despite the availability of all elements of agricultural development. Therefore, the study recommends the need to achieve the goals that the National Development Plan (2013-2017) seeks to improve the efficiency of the use of water resources and activate its role in achieving agricultural development and food security.
