The current study aimed to demonstrate the role of self-censorship of the administrative leaders in reducing some of the technical problems in the Duhok Municipality Directorate. The study was conducted on a random sample of leaders amounting to (150) individuals from the size of the community (500). The study adopted the questionnaire form as a main tool for collecting data on the phenomenon under study. The study was based on hypotheses, including the existence of a correlation between self-control of administrative leadership and Some technical problems at the level of the researched organization. The researchers used a number of statistical tools (frequencies, ratios, percentages, arithmetic mean, standard deviation, response ratio, coefficient of difference, correlation, and regression) in order to analyze the data obtained and test the results of in order to data analysis and testing of hypothesis study The study reached a number of results, the most prominent of which is the existence of a correlation between two variables of the phenomenon under study.

A new conjugate gradient methods based on the second order curvature are presented for solving unconstrained optimization problems. The descent property and convergence analysis are given in this paper. Finally, the experimental results show that the proposed methods perform very well
