Economic Complexity and Sustainable Economic Growth in Arab Countries

The nature and size of the productive structure of economies represent fundamental determinants of sustainable economic growth and their ability to adapt to the economic shocks faced by these economies. Therefore, the study aims to measure the impact of the nature of the productive structure, represented by the economic complexity index and its determinants (knowledge and innovation), on sustainable economic growth (represented by the GDP per capita by PPP) in Arab countries. Also, it aims to measure the extent to which these countries can absorb those shocks through their ability to sustain their export revenues from highly complex goods. The results show an insignificant impact of economic complexity on GDP per capita by PPP. This is because developing countries (including Arab countries) face fluctuations in their export revenues of low-complexity exported products (low added value). This requires economic policymakers to formulate effective strategies aimed to enhance innovation and cognitive ability and creating a diversified economy with competitiveness and sustainable economic growth.

Fiscal policy is an effective tool in achieving balanced growth and enhancing the economic performance of economic sectors, including the agricultural sector, as it is one of the strategic sectors. Because of its ability to achieve food security and support the level of economic performance in both developing and developed economies. The success of the experience of the Republic of Turkey, in which the agricultural sector represents one of the basic pillars of the Turkish economy during the initial stages of economic development and its high contribution to the gross domestic product and the agricultural workforce. It invited us to analyze the mechanisms of the impact of fiscal policy on the Turkish economy and its role in stimulating the economic performance of this sector, and its ability to support agricultural exports during the period 1999-2022. The results of the study showed that there is a significant and positive relationship between the variables of government spending on the agricultural sector, the total credit granted to the agricultural sector, and the total formation of fixed capital for the agricultural sector as independent variables in their impact on the dependent variable (agriculture production) in the long term during the study period. Despite the differences in the nature of the economic and environmental conditions between Turkey and Iraq, the study recommends the importance of studying the Turkish model of fiscal policy in supporting the agricultural sector as an incentive policy to increase agricultural production and achieve food security.
The Direction of the Causal Relationship Between Investment in Human Capital and Economic Growth in Iraq

Human capital is one of the critical factors that influence economic growth rates. The formation of human capital is not limited to training and education; it also includes other factors such as spending on educational institutions at various levels, as well as health and service institutions. All these factors contribute to the maintenance and enhancement of human capital. Human capital refers to the cognitive skills and experiences that individuals in a society acquire over time. Most countries around the world strive to invest their material human resources to elevate the level of human capital formation, as it is a key factor that contributes to increased productivity and creativity. No country can achieve sustainable development without focusing on and investing in human capital. This research aims to test the causal relationship between investment in human capital and economic growth in Iraq during the period from 2003 to 2022, using the developed long-term causal relationship test (Toda & Yamamoto, 1995). The research found a unidirectional causal relationship between total public expenditure on health and education, on one hand, and the economic growth rate, on the other. Additionally, the research showed a causal relationship among all research variables directed towards total public expenditure on education. Consequently, the research recommends providing public services such as healthcare and education, as they contribute to increasing workforce productivity as a preliminary step to improving income and raising economic growth rates
